Statement of Polish delegation for 65th plenary session of ICAC

Market Situation in Poland as after the 1st of January 2005 the situation of the Polish cotton sector got dramatically worse.

Simultaneously with cancellation of the limits for imports of textile products and apparel from China, the Polish market, as well as those of the whole European Union and United States was flooded with cheap Chinese products.

Additionally, a considerable decrease of unit prices of the majority of those products was noted. The result of these very adverse circumstances was a spectacular drop of cotton imports and consumption in Poland.

The Polish yarn and fabrics manufacturers are still winning the competition in the scope of quality of production, but they are forced to match their prices to a very low level of prices of the Far East and Chinese competitors.

That is why the rate of return of the Polish cotton sector is around 0 percent forcing the industry to cut the costs, among others, by decreasing the employment or the volume of production. In 2005, the employment in Polish spinning mills dropped by 10 percent when compared to 2004.

Hence, not only the volume, but also very low – often dumping –prices of imported, readymade cotton goods, adversely influence the Polish cotton branch Insofar as the Polish and European cotton industries are ready to face the fair competence.

They will not cope without a sharp change in the policy of the Union administration, taking into consideration unfair practices applied by some of the countries, neglecting the intellectual property rights, international environment protection regulations and labour law.
