Foreign trade official Lu Jianhua says trade hit due to US textile restrictions

Ques: The US unilaterally took restrictive measures against 7 textile categories of China at the end of May. At present some products are subject to 100% import duty when cleared at the US customs. Some have even been blocked at the US customs, while some others almost used up their restricted quantities. Could you please give recommendations on how Chinese companies can cope with the circumstance?

Ans: The US restrictions do have caused big negative impacts on Chinese businesses and brought severe uncertainties to China-US textile trade. For restricted products, as the companies are concerned of the inability to fulfill the signed contracts or find it impossible to know the exact time when the restricted quantity is used up, naturally they try to reduce the lead time, which has resulted in the situation of companies competing with each other to export their products as early as possible. At present the restricted quantities of cotton shirts and blouses, knitted, cotton trousers, knitted, underwear and shirts and blouses of man-made fibres, knitted among the restricted products have all been used up. This is completely imputable to the US abuse of restrictive measures after the global textile integration, which has deteriorated the trading environment.

Given this situation, MOFCOM, in conjunction with the Customs General Administration, publicizes the real-time export data of the Chinese customs and the US customs clearance statistics on the MOFCOM website to give Chinese enterprises early warnings. Meanwhile, MOFCOM has been keeping in touch with the US side on bilateral administrative cooperation on restricted products and how to handle the issue of blocked products at the US customs aiming at properly settling the relevant problems.
